Pakistan Condemns Promulgation
of Indian POTO
Islamabad, November 14, 2001.
The Indian Government's decision to promulgate the Prevention of Terrorism
Ordinance (POTO) 2001 provides further evidence of its policy to suppress
brutally the popular freedom struggle in the Indian Occupied Kashmir. This
law adds to the other black laws already in force in the Occupied State.
Under the pretence of controlling terrorism, the law gives a licence to
Indian authorities to declare any individual or group as "terrorist" and
curtail their fundamental rights and civil liberties. The law also gives
blanket immunity to the Indian Security Forces to violate human rights in
the garb of "anti-terrorist" operations. It exposes, yet again, the
charade that the Indian democracy is and has always been. Important
sections of opinion in India have also opposed
The Government of Pakistan strongly condemns this Indian decision, which
designed to further intensify repression and increase human rights
violations by the Indian occupation forces in Jammu and Kashmir.

particularly the international human rights organizations, to prevail upon
