Kofi Annanís unscheduled visit of Pakistan is basically to defuse tension
between Pakistan and India, but Indiaís refusal to honor UNSG to stop in
New Delhi mounts to clap with one hand.
Indian government excused of non-fulfillment of security for UNSG
entourage, Declaring that the Indian Security agencies are fully involved
in the preparations of Republic Day celebrations, which includes a
military parade, cultural floats and artists performances. Thus no
security arrangements can be carried out for UNSG entourage. It is
difficult to provide full security confirmed an Indian Mission official.
It maybe mentioned that during Annanís last year March visit to India no
security was provided for the motorcade, and the convey would break in
parts while stopping at traffic signals.
Further ironically India has canceled its Republic Day parade program too.
India seems to be scared of Annanís persuading power , said a diplomat ,
Annan in his meeting with Indian Prime Minister Atal Behari Vajpayee
during March 2000 New Delhi visit influenced him to resume dialogue with
Pakistan. India had refused to have dialogue with Pakistan since the
Kargil dilemma in 1999.
The visit, has been included in the itinerary of the UN Secretary-general
Tokyo visit in view of the tense situation between the two nuclear rivals.
Annan will land at Chaklala base at 9 pm on Jan23.
Annan is scheduled to hold a meeting with Heads of UN Agencies based in
Pakistan in the morning of Jan, 24. He will meet with Foreign Minister
Abdus Sattar in the afternoon, followed by a meeting with a group of
Government of Pakistan
Defusing the tension between India and Pakistan will top the agenda of the
Secretary-general's meeting with Gen Musharraf on the evening of Jan 24,
followed by a joint press conference. and after that a grand banquet.
Interestingly during Annanís Last year March visit to Islamabad, Kashmir,
the core issue of dispute between Pakistan and India was overwhelmed by
Afghanistan , specifically the issue of Taliban . The destruction of the
Buddha Statue by Talibans remained the crucial subject to talk to.
During this visit Annan is not programmed to go to Afghan refugee camps,
it may be pointed out that during his last years visit on objection of few
of Cabinet members Annanís Jalozoi Camp visit was not materialised and the
helicopters changed their path and did not even fly on top of the camps.
The birds eye view was also barred
Annan would leave for Kabul on Jan 25 morning. . He would be visiting
Afghanistan for the first time since 1959 when the then UN
Secretary-general Dag Hammarskjold visited the country. Annan is having a
day trip to Kabul, not staying a night there. According to Fred Echard the
UNSG Spokesman "there are 12 UN people in Kabul with only 10 beds".
